Will fish oil capsules really help dry skin?

I have naturally dry skin that gets tight and itchy when it gets cooler outside (like now). I've done what I can do - lotion, no hot showers, etc. It's actually not too bad except my scalp is patchy and I get light flaking from it, and I will notice itchiness more at night. I'm a light sleeper anyway and everything keeps me awake. I really want to get my scalp under control and do something to cut back on night itchiness. I've taken Evening Primrose oil before which did nada for my skin, but did help get my periods more in sync (I often skip periods and they won't come at the same time of the month). I guess it helps to balance hormones, but I stopped taking it because I started on Lexapro (for depression), and that is also supposed to help balance things. Anyway, I hesitate to start taking supplements again, but bought fish oil because someone here recommended it in my last ? and also said it helped w/irregular periods. I figured it would be safer to take than evening primrose...

Yes I take them during the winter time and it makes a huge difference.

They will also make your hair more oily and rest of body. So be prepared for that.
